Observation

The allegation that a teacher grabbed and pushed a child, using prohibited disipline during a fire drill is more likely than not, valid because during the onsite complaint visit and interview with the referent, the referent said he and his employee witnessed the incident when dropping his child off and both the parent's and employee shared simular accounts of witnessing the teacher grab, spin the child around and then pushed the child towards the door aggressively and they observed the incident from the parking lot by the garbage cans. During the onsite complaint visit, the licensor observed the parking lot by the garbage cans and the licensor had a clear and unobstructed view of the playground area, playground equipment and door to the classroom where the referent and the employee said the incident occurred.
